🏛️ About the NDIS

What is the National Disability Insurance Scheme (NDIS)?

The National Disability Insurance Scheme (NDIS) is an Australian government initiative that supports people with permanent and significant disabilities. It funds disability-related supports to help participants set and achieve personal goals — and gives individuals the freedom to choose their own service providers, promoting greater independence and quality of life.

What does “reasonable and necessary” mean under the NDIS?

Supports are considered reasonable and necessary if they: relate directly to the participant’s disability, assist in achieving personal goals, represent value for money, are effective and beneficial, do not include day-to-day living costs unrelated to disability, and take into account informal supports already provided by family, carers and the community.

What supports and services does the NDIS fund?

The NDIS funds “reasonable and necessary” supports related to a person’s disability. This may include: personal care and daily living assistance, therapeutic supports (physiotherapy, occupational therapy, speech therapy), assistive technology and equipment, home modifications, community participation and employment support, and transport assistance related to disability needs.

What is the difference between Core Supports and Capacity Building?

Core Supports fund the day-to-day assistance you need to live your life — personal care, household tasks, transport, group activities and community access. Core Supports budgets are generally flexible, meaning you can move money between some categories. Capacity Building funds supports that build your skills and independence over time — like life skills training, therapy and employment support. Capacity Building funding is less flexible and must be used for its intended purpose.

→ Learn about our Life Skills Development service (Capacity Building)

Are NDIS funding packages standardised?

No. NDIS funding is individualised. Each participant’s plan is tailored to their specific needs, goals and circumstances — determined through a planning process with the National Disability Insurance Agency (NDIA). No two plans are identical.

Does the NDIS fund education?

The NDIS does not fund school fees or core educational services — these remain the responsibility of the education system. However, the NDIS may fund supports that assist with education, such as specialist equipment, disability-specific programs, or supports that help a participant access and participate in education. Transition supports for young people leaving school may also be available under Registration Group 0106 (Assist-Life Stage, Transition).

How does the NDIS support carers and families?

The NDIS recognises the vital role of carers and families. Support may include: additional support when a carer is temporarily unavailable, respite and short-term accommodation options, carer training and resources, and supports aimed at increasing the participant’s independence — which over time reduces the load on carers. If a participant’s support needs increase or a carer becomes unwell, a plan review can be requested.

Will my current supports continue when I join the NDIS?

Transitioning to the NDIS may change how some supports are delivered or funded. It is important to discuss existing informal and formal supports during your planning meeting to make sure they are considered in your NDIS plan. SSS Support can assist you in understanding how your current supports may transition — contact us to discuss.

✅ NDIS Eligibility

Who is eligible for the NDIS?

Eligibility for the NDIS is based on three criteria:

Age: You must be under 65 years old at the time of applying.
Residency: You must be an Australian citizen, permanent resident, or hold a Protected Special Category Visa.
Disability: You must have a permanent and significant disability that substantially affects your ability to participate in everyday activities.

Children with developmental delays may also be eligible for early intervention supports under the NDIS.

→ Contact us to discuss eligibility in Werribee

What disabilities are covered by the NDIS?

The NDIS covers a wide range of permanent and significant disabilities, including: intellectual disability, autism spectrum disorder, physical and sensory disability, acquired brain injury, mental health conditions (psychosocial disability), spinal injury, neurological conditions and more. The key test is that the disability is permanent and has a significant impact on daily functioning — not the specific diagnosis or label.

Can a person over 65 access the NDIS?

Generally, no. People over 65 are not eligible to enter the NDIS for the first time — they are supported through the aged care system instead. However, if you were already an NDIS participant before turning 65, you can choose to remain on the NDIS or transition to aged care. If you are approaching 65 and currently on the NDIS, speak to your support coordinator about your options.

How do I apply for the NDIS?

To apply for the NDIS, you can call the NDIA directly on 1800 800 110 or visit ndis.gov.au to submit an Access Request Form. You will need to provide evidence of your disability from a treating health professional (such as your GP, specialist or allied health professional). The NDIA will then assess your eligibility and, if approved, invite you to a planning meeting to discuss your goals and supports.

💰 NDIS Funding & Plans

What is an NDIS plan and what does it include?

An NDIS plan is a personalised document developed with the NDIA that outlines your disability-related goals and the funded supports that will help you achieve them. It includes your personal goals, the support budgets allocated to each category (Core Supports, Capacity Building, Capital Supports), and details about how your plan is managed. Plans are typically reviewed annually or when your circumstances change significantly.

What are the three ways an NDIS plan can be managed?

Agency-managed (NDIA-managed): The NDIA pays your providers directly from your plan funds. You must use registered providers only — like SSS Support.

Plan-managed: A registered plan manager handles payments and financial reporting on your behalf. You can use both registered and some unregistered providers.

Self-managed: You manage your own funding and pay providers directly. You have the most flexibility in who you can use and how funds are spent, but you take on the administrative responsibility.

→ SSS Support works with all three management types — contact us

What is a Service Agreement and do I need one?

A Service Agreement is a written agreement between you and your NDIS provider that outlines the supports to be delivered, the hours, the cost, the schedule and the terms of the arrangement — including notice periods and how to raise concerns. It is best practice (and in many cases required) to have a signed Service Agreement in place before services begin. SSS Support provides a clear, plain-English Service Agreement before starting any supports.

→ Contact us to set up a Service Agreement

How do I make the most of my NDIS funding?

Getting the most from your NDIS plan starts with: choosing the right providers for each support type, understanding which budget category funds which service, using Capacity Building funding before it expires (it does not roll over), keeping track of your spending throughout the plan period, and reviewing your plan before it ends to request any increases. SSS Support can help you understand which of our services are covered under your plan — contact us for a free initial consultation.

→ Talk to our team about your funding

Can unused NDIS funding roll over to my next plan?

Generally, no. Unspent NDIS funding does not automatically roll over to your next plan. Core Supports unspent funds return to the NDIA at plan end. Capacity Building funds also do not roll over. This is why it is important to use your funding throughout the plan period and to contact the NDIA or your support coordinator if you are consistently under-spending — it may indicate your plan needs to be adjusted.

What is a plan review and when can I request one?

A plan review is when your NDIS plan is assessed and potentially updated. A scheduled review happens at the end of your plan period (usually 12 months). An unscheduled review can be requested at any time if your circumstances change significantly — for example, your disability needs increase, you move home, you finish school, or a key support arrangement breaks down. Contact the NDIA on 1800 800 110 to request an unscheduled review.
